19 of the Russian's 21 victories have been earned on hard courts
A revitalized Medvedev won his first title for nearly 30 months with victory over Frenchman Moutet in the tournament championship match.
The athlete, a ex- top-ranked player, has endured a difficult period, managing just a single victory at the major tournaments and experiencing a meltdown at the US Open.
His varied form on the ATP Tour - and struggles with his serving in especial - resulted in him exiting of the world's top 10 and eventually separating with long-time coach his previous coach.
Currently collaborating with his coach and his other coach, he has steadily advanced in the recent weeks - climaxing in a hard-fought competitive triumph over opponent Moutet.
This represents the player's first trophy after the Italian tournament and initial on a hard surface after spring of that year.
Victory also indicates Medvedev has secured twenty-one championships at 21 different competitions.
"For the first time I am participating in a tournament with my children together, so to secure a title is particularly special," stated world number 14 Daniil Medvedev.
"This championship is in honour of my child Victoria, because the first title I achieved when my older daughter Alisa was born was for her."
Medvedev, the past champion, had been defeated in his past six finals, comprising in Halle earlier this year.
Medvedev's retrieving play style and regular outbursts on the tennis court had led commentators to doubt if his capacity to perform at the highest level was concluded.
However the 29-year-old has implemented adjustments in the last few weeks, attempting to come to the net and play positively, supported by an improved serve.
The champion recovered from a break down in the first set against the difficult Moutet, winning four of the last five exchanges to gain the advantage.
The competitors exchanged break points in the second set before Moutet, attempting for his first ATP Tour championship, took control to push for a decider.
He defended four early chances in a competitive deciding set before Medvedev won the break to 15 to close out the victory.
Fittingly, the winner clinched the win with a shot at the net area, with Moutet failing to manage a volley after over two and a half hours.
